CHINA USING AI TO INFLUENCE U.S. MIDTERM ELECTIONS
China is using generative AI software, such as OpenAI's ChatGPT and Anthropic's Claude, to expand disinformation and influence operations targeting specific U.S. midterm election races tied to China policy. AI software is being used to disseminate propaganda, manipulate AI-assisted search queries, and optimize target audience reach. "These tools can help foreign actors plan their operations, identify audiences to target, and figure out how to make their interference more effective," said Senator Mark Warner (D-VA). The dismantling of law enforcement mechanisms, such as the FBI's Foreign Influence Task Force and ODNI's Foreign Malign Influence Center, has weakened U.S. countermeasures just as generative AI capabilities have accelerated. While Russian campaigns prioritize discrediting lawmakers supporting Ukraine and Iran aims to undermine trust in the U.S. electoral system, China's campaigns focus on influencing political outcomes relevant to its strategic interests. PLA CHRISTENS NEW AIR BASE IN LAOS
The PLA Air Force has begun operating a new military airfield at Ban Keun, Laos. In late September, Chinese and Laotian military officers assembled for the formal opening of the "support and training center," which they claimed is "not aimed at any third party." The center will be "jointly maintained by both sides" and "its construction and operation are the fruit of mutual respect and consultation on an equal basis between China and Laos," said China's Ministry of Defense. Satellite imagery confirms the arrival of eight K-8/JL-8 aircraft at the facility, which features a 1.2-mile runway capable of hosting heavy bombers and surveillance platforms. The PLA's new air logistics hub, its first beyond PRC borders, will enable force projection across continental Southeast Asia. (New York Times, October 8, 2026)
PRC INTELLIGENCE COMPROMISED THE FORMER HEAD OF GERMANY'S BND
China's military intelligence cultivated August Hanning, the 80-year-old former head of Germany's BND intelligence service. Hanning faces charges of attempted treason and espionage for obtaining nearly 2000 internal BND documents through his former chief of staff, Manfred Dankesreiter, between 2010 and 2012. Hanning is accused of providing documents and analysis to Wang Jianzheng, a retired PLA major general and former military diplomat who works as a Germany expert for the China Institute for International Strategic Studies in Beijing. Wang, who publicly thanked Hanning in his 2017 book, served with him on a German-Chinese eco-park advisory board in Qingdao. Chinese intelligence operations exploit vulnerabilities in Germany's security architecture, where former officials operate private consultancies using agency connections. (The Times, October 8, 2026)
CHINA AGREES TO CUT AUTO EXPORTS TO THE EU AND IMPORT DUTIES ON EU GOODS
China and the European Union reached a "shared understanding" to cut Chinese exports of hybrid and plug-in hybrid vehicles by more than half over four years. Negotiated by Commerce Minister Wang Wentao and European Trade Commissioner Maros Sefcovic, China also agreed to cut import duties on €4 billion worth of European goods including auto parts, olive oil, and footwear and streamline export licenses for rare earths and permanent magnets. The deal aims to rebalance a daily bilateral trade deficit exceeding €1 billion.
Chinese exports to the EU were $560 billion last year, up from $517 billion in 2024, with shipments to Germany, Italy, Spain, and Poland rising roughly 10%, and sales to Hungary jumping 43%. China imported $268 billion in European goods, down from $269 billion in 2024. Chinese imports account for over half of all EU plug-in hybrid imports, triggering price drops of 20% and massive layoffs in the auto sector, including 100,000 jobs at Volkswagen. EU officials said more trade defense measures would be needed to achieve long-term economic balance. (Japan Times, October 10, 2026)
CHINA SECURES QATAR RAIL DEAL
China Railway Tunnel Group has signed a MoU with Advanced Pipes and Casts Co, a subsidiary of Qatar's Aamal Co, to construct railway tunnels and build infrastructure supply chains in Qatar and the wider region. The partnership positions Chinese state contractors to support major regional transit projects, including the 785km Doha-Riyadh high-speed line and the 2177km Gulf Railway network involving six Middle Eastern countries that is scheduled to begin operations by 2030. The deal, which is designed to build diplomatic and commercial goodwill between China and Gulf states, highlights Beijing's strategy of using targeted infrastructure deals to expand its Belt and Road Initiative across the Middle East.
