Matt Cesare joined the American Foreign Policy Council in February 2023 as a Junior Fellow. A former AFPC research intern, he specializes in Russian foreign and energy policy, as well as influence operations in Central/Eastern Europe. He has previously also been an intern with the Foreign Policy Research Institute and with the Senate Foreign Relations Committee.

Matt graduated from Hamilton College in 2020 with a Bachelor’s of Arts in Economics and World Politics, the latter being focused on Russia and the former Eastern Bloc. While an undergraduate student, he studied for a semester at Charles University in Prague, Czech Republic learning about European-American relations in the 21st century and the effects communism and Russia had and continue to have on Czech society. He also spent a summer semester at Middlebury College Language School’s Russian Program. He speaks German and Russian.
