 In mid-February, AFPC Director for Asian Security Programs Jeff M. Smith traveled to India to participate in the “Raisina Dialogue,” the second edition of India’s high-profile international security conference, which began in 2016. The event, organized by India’s Observer Research Foundation (ORF) and the Ministry of External Affairs, featured presentations by Indian Prime Minister Narendra Modi, Foreign Secretary S. Jaishankar, and the head of U.S. Pacific Command, Admiral Harry Harris, among others. Smith contributed a paper on the U.S.-China dispute over freedom of navigation in the South China Sea to an edited volume on maritime security released by ORF at the conference.
