On February 20, AFPC’s Central Asia-Caucasus Institute (CACI) held a roundtable titled “How U.S. Aid Builds — and Undermines — the Afghan State." CACI Chairman Frederick Starr served as the moderator for the event, which featured presentations by Dr. Nematullah Bizhan, author of the book Aid Paradoxes in Afghanistan: Building and Undermining the State, as well as the World Bank’s Dennis deTray and Kaush Arha of USAID. The briefing discussed the status of U.S. aid to Afghanistan and what could be in store for the future.
