Primary Jurisdiction of Humanitarian Concern: A New Tool to Blunt China’s Campaign in Xinjiang

September 25, 2020 American Foreign Policy Council

Understanding the logic of China’s atrocities in Xinjiang is impossible apart from accounting for the One Belt, One Road (OBOR) initiative. It is, rather, a contest between the status quo and a new way of doing business that is less favorable to underwriting mere advocacy that contributes little to the actual fight for internet freedom, and is more focused on responsibly funding effective technology to counter censorship abroad.
